Asian Grass Carp

I just finished reading the Outdoors section of the Hoosier Times.  

My question is, where can I catch one of these monsters?  I think it should have been released to the public for all fisherman.  When deer become over populated, hunters are called in to help do their part.  As an angler, not asking for money for each catch.  Just asking for the chance to angle one of these monsters is enough.  I love the thrill of hearing that reel buzz off like its out of style.  

Just asking for a little insight.
